The Welsh multiplier for 2016/17 is 0.486
RPI September 2015  Estimated Multiplier (UBR) 2016/17
The September 2015 RPI figure has been announced as 259.6 which gives an inflation rate of 0.8%. This should result in a Small Business Non Domestic Rating Multiplier for 2016/17 of 0.484, so, if the supplement for Small Business Rate Relief (SBRR) remains unchanged at 0.013 then the full multiplier for England in 2016/17 will be 0.497
The provisional multipliers will be announced in December 2015 and confirmed in February 2016
The Scottish multipliers will probably be the same as England, and the Welsh multiplier should be 0.486

New in Calcurate 10.6  Localism Act Discount for Transitional Relief
The September 2014 RPI figure was 257.6 which should have resulted in a Small Business Non Domestic Rating Multiplier for 2015/16 of 0.482, however, in the Autumn Statement it was announced that the increase in the Small Multiplier for England would be capped at 2%. This gives a figure of 0.480. The supplement to fund Small Business Rate Relied (SBRR) will however be increased from 0.011 to 0.013. This gives a full Multiplier of 0.493
The Scottish multipliers will be the same as England, and Wales will also adopt the 2% cap
Other measures announced in the Autumn Statement were the extension of the Enhanced SBRR scheme for another year, an increase in the maximum retail discount for 2015/16 to £1,500 and 'Transitional Relief' (via the Localism Act) for the final two years of the list, for RV's of 50,000 or less.

The non domestic rating multipliers for 2014/15 have been confirmed as 0.482 or 0.471 for rateable values below 18,000 (25,500 in Greater London).

This follows the announcement in the Autumn Statement that the business rates increase in 2014/15 is to be capped at 2%
Other measures in the statement included the extension of the enhanced SBRR scheme for another year, a relaxation of the "one property rule" for Small Business Rate Relief, a new £1,000 discount for retailers, the option to make business rates payments over 12 months rather than 10, and relief for those occupying previously vacant properties.
The Chancellor announced in the Autumn Statement (5th December 2013) that the RPI increase for Business Rates will be limited to 2%
This gives a Small Business Non Domestic Rating Multiplier for 2014/15 of 0.471
The 2014/15 supplement to fund Small Business Rate Relief will be increased from 0.009 to 0.011 giving a (large) Non Domestic Rating Multiplier for 2014/15 of 0.482
The Provisional figures were announced by the Department for Communities and Local Government on 6th December, and no doubt will be confirmed in the new year.
The Q value for 2014/15  i.e. the inflation rate for Transitional Calculations will be 1.019 (1.9%)
